Korea's Age System Reform (June 2023)

On June 28, 2023, South Korea unified its legal age standard to 만 나이 (international age) through amendments to the Civil Act (Act No. 19098) and the General Act on Public Administration (Act No. 19148), passed in December 2022. Before this law, Koreans used three different age systems simultaneously depending on context. The reform standardized government, medical, and everyday usage to the international system — the age you gain on your birthday. The previous default (세는나이, where you are 1 at birth and gain a year each January 1st) is now considered traditional only. Adults are legally considered adult at 19 만 나이.

Frequently Asked Questions

What is Korean age?
In Korean culture, age has traditionally been counted differently from most countries. The traditional system (세는나이) starts everyone at age 1 at birth and adds a year every January 1st. Since June 2023, the legal standard in South Korea is 만 나이, which is the same as international age — you gain a year on your birthday.
How do I calculate my Korean age?
For 만 나이 (the current legal standard): it equals your international age — the number of full years since your birth date. For 연 나이: subtract your birth year from the current year. For 세는나이 (traditional): add 1 to your 연 나이.
What is the difference between Korean age and American age?
American age equals 만 나이 — it counts full years since birth. The difference comes from the traditional Korean counting system (세는나이), where everyone starts at 1 at birth and gains a year each January 1st. That system can make you appear 1–2 years older than your international age depending on the time of year.
Did Korea get rid of the Korean age system?
Yes — on June 28, 2023, South Korea passed a law standardizing the legal age system to 만 나이, the international standard. The traditional counting method (세는나이) still exists in everyday conversation and cultural contexts, but it is no longer the legal or official standard.
What age is considered an adult in Korea?
Under Korean law (since the 2023 reform), adulthood begins at 19 만 나이 — the same as 19 in the international system. This applies to voting, contracts, and other legal purposes.
What is 연 나이 (year age)?
연 나이 is calculated by subtracting your birth year from the current year, ignoring your birthday month and day. For example, if you were born in 1995 and the current year is 2026, your 연 나이 is 31 regardless of whether your birthday has passed. It is still used in some school enrollment and administrative contexts in Korea.
How is Korean age different from international age?
International age (and 만 나이) counts the number of full years since your exact birth date. The traditional Korean age (세는나이) starts at 1 at birth and adds a year on January 1st, which can make you appear 1–2 years older depending on your birthday and the time of year.
If I know my Korean counting age, how do I find my international age?
Take your 세는나이 and subtract 2 if your birthday has not yet occurred this year, or subtract 1 if your birthday has already passed this year. This gives your 만 나이 (international age).
